Application for the following fiscal year (April, in principle) is open between March and May and the initial screening (documentary examination, written test and interview) is conducted at the local Japanese embassies between June and August. The embassies then recommend the selected candidates to MEXT through the Ministry of Foreign Affairs by the beginning of September. MEXT then conducts a secondary screening and selects those applicants who have found recipient universities as scholarship grantees.

Completing a one-year preparatory education, grantees go on to the university designated by MEXT upon passing its entrance examination. The university whose examination a grantee will take will be decided by MEXT according to the results of the academic examination in the primary screening held in his/her home country, academic achievement at the preparatory education institution, the grantee’s proposed major subject, and the receiving capacity of the university.(Yokohama National University participates in the briefings for MEXT undergraduate students held by the preparatory education institutions.)
